You have a photo, a screenshot or a scanned page, and the form wants a PDF. (On an iPhone? See [how to convert an image to PDF on iPhone](https://pdfinish.com/blog/how-to-convert-an-image-to-pdf-on-iphone).) Not every picture is a JPG, and the file type changes what you can do with it.

[Image to PDF](https://pdfinish.com/image-to-pdf) takes the common types and mixes them in one file. This guide covers what happens to each type inside the PDF, how to pick a page size, and what to do when something goes wrong. If you only have JPG photos, the [JPG to PDF](https://pdfinish.com/jpg-to-pdf) page is the same converter.

## How do I convert an image to PDF?

Open Image to PDF, add your pictures, move them into the order you want, choose a page size and download the finished file. Each picture becomes one page. The pictures are placed into the PDF in your browser, so they stay on your device.

1. Open [Image to PDF](https://pdfinish.com/image-to-pdf) and drop your pictures onto it, or choose them from your device. On a phone or tablet, Take a photo opens your camera.
2. Drag the pictures into order. The first one becomes page one.
3. Choose the page size: Fit to image, A4 or US Letter. For A4 and Letter, pick portrait, landscape or automatic, and a margin of none, small or large.
4. Download your PDF. Your original pictures are not changed.

## Which image types can I convert?

JPG, PNG, WebP, GIF, BMP and TIFF work, and so do HEIC photos where your browser can read them. How each is saved in the PDF differs, and none of it needs a setting from you. Here is what happens to each type.

- JPG and PNG go into the PDF without being re-encoded.
- WebP is saved as a high-quality JPEG.
- GIF is saved as PNG, using only its first frame.
- BMP is saved as PNG.
- TIFF is saved as PNG, one PDF page for each page of the TIFF.
- HEIC is opened by your browser and saved as a JPEG. Safari on a recent iPhone, iPad or Mac can read it, and so can every browser on an iPhone or iPad.

If you only have one kind of file, a page made for it can be a better fit. See [HEIC to PDF](https://pdfinish.com/heic-to-pdf), which checks your browser first, [Screenshot to PDF](https://pdfinish.com/screenshot-to-pdf), which accepts a paste, and [TIFF to PDF](https://pdfinish.com/tiff-to-pdf).

## Can I mix different image types in one PDF?

Yes. A JPG, a PNG and a TIFF can share one PDF, one page each. Add them all in one go and drag them into order. A multi-page TIFF adds one page per TIFF page, so a three-page TIFF followed by two photos makes a five-page PDF.

## Which page size should I choose?

Choose Fit to image when every edge matters, and A4 or US Letter when the file may be printed. Fit to image makes each page the shape of its picture, so nothing is cropped or padded. A paper size gives every page the same standard shape.

- Fit to image suits receipts, screenshots and anything with writing near the edge.
- A4 or US Letter suits a packet that someone may print, with a margin of none, small or large around each picture.
- Automatic orientation leaves the choice to the tool for each page.

## A worked example

Sam freelances and needs to send a client proof of an expense. He has a phone photo of a signed page (JPG), a screenshot of a payment page (PNG) and a two-page TIFF from a scanner. He drops all three onto Image to PDF.

He drags the signed page to the top, chooses US Letter with a small margin and downloads one four-page PDF, because the TIFF gives two pages. If he later needs to add it to an existing document, [how to attach a JPG to a PDF](https://pdfinish.com/blog/how-to-attach-jpg-to-pdf) shows how.

## Does converting an image to PDF reduce quality?

Not for JPG and PNG, which go in as they are. WebP becomes a high-quality JPEG, and GIF, BMP and TIFF pages become PNG, so nothing is lost. A small or blurry picture does not get sharper, though. The page only holds the picture it was given.

A picture of a page is still a picture, so the words on it cannot be selected or searched. To search a scan, use [OCR PDF](https://pdfinish.com/ocr-pdf). To copy the words, use [Image to Text](https://pdfinish.com/image-to-text).

## Common problems and fixes

- Your browser cannot read a HEIC photo. Save or share it as a JPG, then add that. JPG and PNG always work.
- A GIF shows only one frame. A PDF page cannot move, so only the first frame is kept. Save the frame you want as a PNG first.
- The pictures are in the wrong order. Drag them before you download, or fix the finished file with [Organize PDF](https://pdfinish.com/organize-pdf).
- A page is sideways. Turn it with [Rotate PDF](https://pdfinish.com/rotate-pdf) and save again.
- The file is too big to send. Use [Compress PDF](https://pdfinish.com/compress-pdf), and read [why your PDF is so big](https://pdfinish.com/blog/why-is-my-pdf-so-big) first.
- A TIFF cannot be read. Save it as a PNG or JPG first, then add that.

## What if the pictures are photos of paper?

Image to PDF puts each picture on a page as it is. It does not straighten a slanted photo or clean up the paper. For certificates, letters and forms you photograph yourself, [Scan to PDF](https://pdfinish.com/scan-to-pdf) fits better, and [photo to PDF for a job application](https://pdfinish.com/blog/photo-to-pdf-for-job-application) walks through it.

## Where does your file go?

Photos of receipts, IDs and signed pages are private. Image to PDF opens your pictures and builds the PDF in your browser tab, so they are not sent to our servers. Your original pictures are not changed, and you can keep both the pictures and the PDF.

## A short checklist

- Add every picture, and check the count in the list.
- Put them in order and choose a page size.
- Open the finished PDF and scroll through every page.
- Check that nothing is sideways or cut off.
- Keep your original pictures.
