"Attach" can mean two different things, and the right method depends on which one you want. You may want the photo to be its own page in the file, like a receipt behind an invoice. Or you may want the photo to sit on a page that already exists, like a logo on a letter.

Both are quick, and both run in your browser, so your photo and your document are not uploaded. This guide covers each in turn, then a few things that go wrong.

## Which one do you need?

- A new page: the photo is the whole page. Use JPG to PDF and Merge PDF.
- On an existing page: the photo is one item on a page that has other content. Use PDF Editor.

## Way one: add the photo as its own page

This takes three small steps, and it works at the end, the start or the middle of the file.

1. Open [JPG to PDF](https://pdfinish.com/jpg-to-pdf) and add your photo. JPG, PNG and WebP pictures work. On a phone, Take a photo opens your camera. HEIC photos from an iPhone work in Safari and in any browser on an iPhone or iPad. In other browsers, save them as JPG first.
2. Pick a page size. Fit to image makes the page the shape of the picture, while A4 or US Letter gives a standard page with a margin you choose. Download the one-page PDF.
3. Open [Merge PDF](https://pdfinish.com/merge-pdf), add your document and the photo page, drag them into the order you want, and download the combined file.

The photo goes in as it is, without being re-saved, so it does not lose quality, and the way the camera held the phone is read and respected so it comes out the right way up.

If the page lands in the wrong place, fix it afterward with [Organize PDF](https://pdfinish.com/organize-pdf), which lets you move pages around in the finished file.

## Way two: place the photo on an existing page

Use this when the picture belongs on a page with other content, such as a photo on a form, a logo on a letter, or a picture of your signature.

1. Open [PDF Editor](https://pdfinish.com/edit-pdf) and add your document.
2. Pick Picture, then choose your image file.
3. Click the page where it should go. Drag it into place, resize it by its corners, or nudge it with the arrow keys.
4. Download the edited PDF. Your original file is not changed.

PDF Editor adds the picture on top of the page. It does not rewrite what is already there, so the page underneath stays as it was. That matters if the area you are covering holds private information: covering is not the same as removing, and the original content is still in the file under the picture.

## Several photos at once

If you have a stack of photos, such as an inspection or a set of receipts, add them all to JPG to PDF in one go. Put them in order and each one becomes a page in a single PDF. Then merge that file with your document in the same way.

## Things that go wrong

- The file is too big. Photos from a phone are large. After merging, run the result through [Compress PDF](https://pdfinish.com/compress-pdf) in Balanced mode, which shrinks the pictures and keeps any text as text.
- The photo is sideways. Fix the page with [Rotate PDF](https://pdfinish.com/rotate-pdf) and save again.
- The picture is blurry. A small or low-quality photo cannot be sharper than it started. Take it again in good light, or use a larger original.
- The file is a HEIC photo and your browser cannot read it. Safari, and any browser on an iPhone or iPad, can. Otherwise save or share the photo as a JPG first.
- The PDF is locked. Open it first with [Unlock PDF](https://pdfinish.com/unlock-pdf), using the password you were given.

## Choosing the page size for a photo page

In JPG to PDF, Fit to image keeps the whole photo with no margins, which suits receipts, screenshots and anything where every edge matters. A4 or US Letter suits a photo that goes into a packet that may be printed, because every page then has the same standard size, and you can choose a small or large margin around the picture. If you are not sure, start with Fit to image and look at the result.

## A worked example

A freelancer has an invoice PDF and a phone photo of a receipt that the client wants attached. He turns the receipt into a PDF with JPG to PDF, using Fit to image, then merges it behind the invoice, so the client gets one file with two pages. The file comes to a few megabytes, so he leaves it as it is.

## Before you send it

- Open the finished file and scroll through every page.
- Check the order, the direction and that the photo is readable.
- Check the size against any limit the person on the other end has.

Free files can be up to 50 MB, and your 2 free uses in total need no account. For a photo you want to turn into a PDF only, see [PNG to PDF](https://pdfinish.com/png-to-pdf), which is the same tool under another name.

## Common questions

### How do I attach a JPG to an existing PDF?

Turn the JPG into a PDF with JPG to PDF, then add it to your document with Merge PDF. To put it on a page instead, use PDF Editor and add a Picture.

### Can I add a PNG the same way?

Yes. JPG to PDF and PNG to PDF are the same tool, and PNG, JPG and WebP all work. PDF Editor accepts pictures too.

### Will the photo lose quality?

Not in JPG to PDF. The picture is placed into the PDF as it is, without being re-saved. A photo that was small or blurry stays that way.

### Can I put a photo on a specific page?

Yes. With PDF Editor, add a Picture and click the page where it should go. With the merge method, drag the photo's page to the position you want.

### Are my photo and PDF uploaded?

Not with PDFinish. JPG to PDF, Merge PDF and PDF Editor all run in your browser tab, so your files stay on your device.

### How do I merge JPG files into one PDF?

Add the pictures to JPG to PDF, move them into the order you want and download one PDF. Each picture becomes its own page. JPG, PNG and WebP images work, and they stay on your device. You can add more pictures at any point before you save.

### Can I change or save a JPG as a PDF?

Yes. Add the JPG to JPG to PDF, choose a page size and download the PDF. JPG and PNG files go into the PDF without being re-encoded, so they do not lose quality. Your original picture is not changed, and you can keep both files.

### How do I fit a photo to the page or add margins when making a PDF?

In JPG to PDF you can fit each page to its picture, or choose A4 or US Letter with a margin you set. Fit to picture keeps the photo whole. A paper size with a margin leaves white space around it, which suits forms and printing.

### What is the difference between JPG and PDF?

A JPG is a single picture. A PDF is a document that can hold many pages, text and pictures in a fixed layout, so it looks the same on every device. Turning a JPG into a PDF puts the picture on a page, and you can then join it with other pages.
